I don't understand the Cyrillic alphabet, but from what I see, something is way off. For one, the minimum speed shown is way too slow. So slow in fact that if you were really operating at that speed you'd have all kinds of problems, including being unable to wake from sleep and black screens on incoming calls. There's just no way you're at 96mhz min. It's been awhile since I had my HD2, but if I recall correctly 384mhz is the default. Since the min speed is so far off I doubt the top speed is accurate either. I think there's a bug in the app you're using and your getting erroneous results because of it. Keep in mind that the default governor in Tytung's ROMs is smartassV2. The premise behind that governor is to work at the most efficient speed and only throttle up when needed. Some apps don't understand it properly because it's not part of any official mainline kernel. Try a different monitoring app then report back.
