I have had 100% success reclaiming wp7.8 sdcards since the latest wp7.8 roms do not lock the sdcard as earlier wp7 roms did. You should be able to put the sdcard in a card reader and use minitool partition wizard to delete the unformatted partition and expand the 200mb fat16 partition to fat32 and make it the whole size of your card (and put an ext4 partition too if you want)
If this doesn't work for you, please give more info,eg what rom did you install? What did you do to try to unlock?

I installed to instruction but I think had microsoft update my phone reverting xbmod. Had problems but browsing worked so I didnt really bother. Later on it crashed with the sd card locked. Tried reinstall and different wp 7.x rom but sd card stayed locked.

Tried to format using minitool, but I never installed the cab file.
