You cannot ...whatever specs says, you have 410Mb available and the system won't let you make partition bigger than 400Mb.
@soren provided detailed specs but it can even say that HD2 has 1Tb of internal memory, but we can use only 410Mb
So, make 400Mb partition + 2Gb EXT4 partition on your sd card and there you have it - enough space for apps and everything else and no fear of bad blocks.

its have 190+mb free space but its enough if we use nand+data ext4 or native SD.

The point is, if you're already using DataOnExt, why would you leave any space on nand? You may wish to flash a rom which takes like 380Mb and then you have to repartition nand again. And like I said, it's a sure shot if you have bad blocks plus apps run faster from high speed sd card than from nand.

That space would be used for installing apps but it's better to remain free for the rom to run easier. DataOnExt is an ingenious solution for this device, better than any apps2sd script, giving you all the space you need for apps and speeding up your phone with fast enough sd card.

3.USB Mass storage
4.Panasonic SD formater..choose full format
5.my computer..SD card format fat32..
6.place 4ext recovery v1.3c.I get it from dorimanx dev 2 years ago.
7.reboot in bootloder 4 colour
-open hd2 toolkit4.2.1
8.task 29 wipe 2times
9.bootloder 4colour,toolkit-magldr-flash
10.toolkit-repartition-283mb-cache 5mb.flash it
11.go to recovery-install from SD. Flash 4ext recovery choose 4gb or 2gb,swap none-choose ext4.
11.USB mass storage place tytung ROM 4.4.2 in SD card.
12.install from SD flash ROM.
13.aroma install 'full install'
14.full installation youtube must there when open apps.
15.than copy your vedeo, buckup app,music etc in
SD.
16.enjoy it

No. The usable space is about 420 MB, but you need it for other partitions as well. You also need misc, recovery, boot, and cache partitions. You can resize your system partition to 400 MB, and you will have enough space for the other partitions.

If you use a T-Mobile HD2, you can use about 932 MB. Are you sure that you can't make the system partition bigger than 400 MB? I don't have a T-Mobile HD2, but I don't see why you can't do that if you have enough space. Anyway, 400 MB should be enough in all cases.

yes you can make it bigger as you can see in my screenshot mine is at 500

Well I have EU version and system partition is 400Mb max.
