http://forum.xda-developers.com/showthr ... ?t=1766576) has said " About permissions, this is a system app. It uses an attribute `android:sharedUserId="android.uid.system"`, so this app have access to all the permissions available in android. Also it can change any file in your data partition. Check out the source code."
I would think the kernel also needs to have every permission in order to be able to use all of the phones features.
