My thoughts exactly. Like most HD2s (unless it's one of the "new" ones that have mysteriously been recently showing up on ebay and Amazon) at this point he probably has numerous bad blocks on his nand. The ones in his system partition are reducing the actual amount of space available for installation. Increasing it (the system partition size) will compensate and allow it to properly install. Furthermore, creating a 350MB or even a 400MB system partition gives him the added benefit of giving him plenty of room to try out any HD2 ROM currently available without having to repartition again later.
