The framework lib is required to be patched, so HwaSettings.apk is useless on CM10.2 currently.

If your SuperSU install is failing (probably has to do with root rights also) download the 1.65 flashable zip file, and place it on your SD Card. Reboot your device into recovery and install the zip file via recovery.
